MOSCOW, April 4 – RIA Novosti. From April 1, monthly allowances for children from three to seven years old began to be credited to guardians, writes URA.RU with reference to the Ministry of Labor.
The amount of the payment depends on the family's average per capita income.
“The basic amount of the payment is equal to half of the regional subsistence minimum,” said the department.
The Ministry of Labor explained that before the adopted child was not included in the family when calculating the average per capita income. Because of this, a guardian with a monthly income of 20 thousand rubles could not apply for benefits, said Senator Sergei Leonov. According to him, in such a situation, the average per capita income was higher than the subsistence level. Now the child under guardianship was included in the family when calculating payments.
If the size of the family's average per capita income, taking into account the 50 percent payment per child, is below the subsistence minimum per capita, then the monthly allowance will be increased to 75 percent of the child's subsistence minimum. Thus, the family will receive about 8.5 thousand rubles per child.
Moreover, if with this payment the family income is below the minimum, then it will be raised to one hundred percent – a little more than 11.5 thousand rubles.
The amount of the payment will be adjusted from January 1, taking into account the annual change in the subsistence minimum for children.
At the end of March, the government approved the rules for the assignment of benefits for children from three to seven years, inclusive, in low-income families. In addition to a possible increase in benefits to 50, 75 and 100 percent of the regional subsistence minimum, when calculating the average per capita income, the authorities will also take into account older children under the age of 23 if they are full-time students and are not married. The family income will not include the payment of ten thousand rubles, which is assigned to parents caring for children with disabilities. In addition, when assigning benefits, the property of the applicants will also be taken into account, and when determining the criteria for need, a wide range of life situations will be taken into account.
