It is necessary to increase the duration of the period of being on parental leave, which would be counted in the insurance experience when assigning a pension to parents, follows from the annual report of the human rights ombudsman in the Russian Federation Tatyana Moskalkova for 2020.
“Currently, when assigning a pension to one of the parents who took care of the child while on leave of the same name, only the period of caring for the child until the child reaches the age of one and a half years is included in his insurance experience … Taking into account certain periods of being on vacation in the insurance experience childcare restricts the rights of those caring for children in large families, and leads to the need to return to work as soon as possible. It would be fair to increase the length of the periods included in the insurance period when assigning a pension to parents, “the message says.
So, the Ombudsman explained that in total, no more than 6 years of being on parental leave during life or four full maternity leave for one and a half years can be counted in the insurance experience.
According to Rosstat data cited in the report, over the past year and a half, the number of women on parental leave has decreased by 10%. So, in the second quarter of 2020, 681.5 thousand women were on parental leave up to one and a half years, from one and a half to three years – 598.7 thousand women.
