MOSCOW, March 16 – RIA Novosti. The preferential rate on mortgages should be set depending on the average per capita income in the region, says Chairman of the State Duma Viacheslav Volodin.
The speaker of the lower house of parliament noted that due to preferential mortgages at 6.5 percent, it was possible to improve housing conditions for more than two million people, and the program itself provided significant economic support to the construction industry in the context of a pandemic.
“In 2020, demand for real estate recovered in 61 regions. Now it would be right to consider this issue taking into account the size of the income of residents of the regions,” Volodin said in an interview with reporters.
In 2020, the average per capita income in Moscow was 75,293 rubles, and in Volgograd – three times less: 25,084 rubles.
“The mortgage rate is the same, but is it equally affordable for residents of the Volgograd region and Moscow? We chose the path of lowering the rate in the regions of the Far Eastern Federal District, where mortgages can be obtained at two percent per annum. We introduced rural mortgages at three percent per annum. We must create conditions for people to stay to live and work in the regions, build their homes there. This requires motivation, “Volodin added.
According to the politician, such a measure will help support the poorest regions, balance the situation on the labor market in the construction sector and related areas, and also create an additional incentive for citizens to live and work in their region.
