MOSCOW, March 16 – RIA Novosti. At a plenary session on Tuesday, the State Duma adopted a law that enshrines the concept of “educational activity” in the law on education in the Russian Federation.
The bill on educational activities was submitted to the State Duma by deputies and senators. The project introduces the concept of “educational activities”, which should be understood as activities carried out outside educational programs aimed at disseminating knowledge and skills “for the purpose of intellectual, spiritual, moral, creative, physical and professional development of a person, to meet his educational needs and interests.”
The authors of the initiative also propose to prohibit the use of educational activities “to incite social, racial, national or religious hatred, including by providing students with false information about the historical, national, religious and cultural traditions of peoples.”
It is proposed that the federal authorities in the field of education be empowered to issue opinions to educational organizations to coordinate their participation in international cooperation. The explanatory note says that such a measure will prevent “negative foreign interference in the educational process.” It is stipulated that the conclusion by educational organizations of agreements on education issues with foreign organizations and citizens (except for agreements on the provision of educational services to foreign citizens) “is carried out subject to the conclusion of the Ministry of Education and Science of Russia or the Ministry of Education of Russia.” In this case, the federal state educational organizations under the jurisdiction of federal state bodies, the conclusion is issued by the federal state body, which is in charge of the relevant educational organizations.
It is expected that by September 1, 2022, educational organizations will have to receive the specified opinions on the agreements they concluded on education with foreign organizations and citizens on education issues, concluded by them before the entry into force of the bill.
As Vyacheslav Nikonov, head of the Duma Committee on Education and Science, noted earlier, the discussion of the draft after the first reading caused a wide public response. Moreover, in most cases, the discussion of the draft law “has nothing to do with what is written there.”
The amendment to the second reading clarified the provision concerning the scientific and methodological support of the activities of educational institutions. According to Nikonov, the amendment proposes to the Ministry of Education to determine “the circle of those organizations that can engage in methodological work in relation to our school.”
An amendment was approved, according to which educational activities are carried out not only by state authorities, other state bodies and local self-government bodies, but also by their authorized organizations and “individuals, individual entrepreneurs and legal entities, subject to the requirements provided for by this federal law.”
It is clarified that the federal law will enter into force on June 1, 2021.
