The Governor of the Arkhangelsk Region, Alexander Tsybulsky, offered the Ministry of Natural Resources of the Russian Federation to participate in co-financing measures to eliminate landfills, which will allow the regions to significantly increase the pace of work to clear forests from accumulated environmental damage, the press service of the governor and the regional government said.
The issue of clearing forests from accumulated garbage became one of the main topics of the plenary session of the “Clean Country” forum-exhibition, which was held on Tuesday in Moscow under the chairmanship of the Deputy Prime Minister of the Russian Federation Victoria Abramchenko and with the participation of the Minister of Natural Resources of Russia Alexander Kozlov. The Governor of the Arkhangelsk Region took part in the discussion. He expressed an initiative on the need to co-finance measures to eliminate forest dumps from the regional and federal budgets. “It is clear that there are irresponsible business entities and individuals who create such objects (landfills). We, of course, fight with them, we eliminate them, allocate quite a lot of money for this. But it is clear that these volumes are not enough, taking into account the accumulated effect that they have today, “- said Tsybulsky, quoted by the press service.
The Governor of the Arkhangelsk Region, referring to the leadership of the relevant federal ministry, proposed to study the issue of the possibility of co-financing from the federal budget expenditures that the regions direct to measures to eliminate forest dumps. The goal of this approach is to increase the rate of forest clearance.
“I propose to take this path: if the region does not reduce the amount of money allocated for the elimination of such dumps, then, for example, the federal budget could participate in the parameters of 50-50 (in co-financing). Thus, we can significantly accelerate the pace of liquidation of this accumulated harm, “- explained the head of the region.
According to the Ministry of Natural Resources and Timber Industry of the Arkhangelsk Region, over the past two years, more than 300 million rubles have been allocated from the regional budget to eliminate unauthorized dumps on the lands of the forest fund, and 48 dumps have been liquidated.
