MOSCOW, March 13 – RIA Novosti. The Legislative Duma of the Tomsk Region submitted to the State Duma a draft law, which specifies the right to participate in regional and local referendums of persons who, during the voting period, if it lasts several days in a row, will turn 18 years old.
The document was published in the electronic database of the lower house of parliament. Changes are proposed to the law “On basic guarantees of electoral rights and the right to participate in a referendum of citizens of the Russian Federation.”
The authors of the project explain that according to the law, “the conditions for the exercise of the right to participate in a referendum, in other actions for its preparation and conduct, associated with the achievement of citizens of the age of 18 in a specified period of time, are provided only for referenda of the Russian Federation.
“In accordance with this rule, the possibility of participation is determined on the basis of the last voting day in the relevant referendums,” the explanatory note says.
At the same time, the conditions for the participation of citizens who turn 18 during the voting period in regional and local referendums (if they are held within several days) are not defined.
“In this regard, the project proposes to eliminate the specified legal gap by extending the provision of the federal law to referenda of the constituent entities of the Russian Federation, local referendums,” the explanatory note says.
