MOSCOW, March 13 – RIA Novosti. The Ministry of Labor has proposed to limit payments for children to Russian families who have formally low incomes, but have significant family property, writes Kommersant.
According to the newspaper, this initiative is aimed at providing more targeted assistance to low-income families with children from three to seven years old.
It is emphasized that in order to receive payments, it is necessary that the “white” income per family is less than the poverty criteria established in the region. However, there are examples when some families with informal income received assistance. In this regard, the Ministry of Labor proposed a measure “non-standard” for the country's social policy.
According to Kommersant's information, they plan not to pay the allowance to families with a deliberately high level of consumption. Thus, a family that has several houses with an area of more than 40 square meters per person at the same time will not be considered poor. At the same time, she may own an apartment, a house, a summer residence, a plot, a garage, a motorcycle, a car and savings in the amount of 200 thousand rubles.
In addition, it is planned to limit assistance to families without legal income – salaries, fees, pensions, scholarships and payments under contracts.
The ministry insists that families with fundamentally unemployed people cannot apply for support. At the same time, people who cannot work due to long-term treatment, caring for a child under the age of three or several children, military service or serving a sentence will be entitled to benefits.
“It's too early to draw conclusions”
The intention of the Ministry of Labor to update the criteria for assigning payments to children from 3 to 7 years old is correct, said the head of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov.
According to him, the department seeks to ensure that the money received by those who really need, having children.
“Strengthening targeting is the right thing to do,” Nilov emphasized.
At the same time, the parliamentarian urged not to make hasty conclusions, since now the criteria for need are under discussion and the corresponding document has not been signed. He warned against creating conditions and additional requirements under which those who really need will drop out of this list not for objective reasons, but for formal ones.
“Can be taken to the point of absurdity”
Elena Vtorygina, Deputy Chairman of the State Duma Committee on Family, Women and Children, considers the Labor Ministry's proposal “rather innovative, but logical and timely.”
However, she warned against the proposed “high demands” not turning into “mockery of people.” certificates and documents. After all, as you know, even the best idea, if desired, can be brought to the point of absurdity, “- explained Vtorigina.
The parliamentarian also drew attention to the fact that “some Russians use gaps in the legislation and receive assistance that they do not rely on from the state.” According to her, such a situation should not be, since “there are many honest, conscientious and hardworking people in the country who regularly pay taxes, but at the same time barely make ends meet.”
Earlier, Vladimir Putin signed a decree on the ranking of payments for children aged three to seven – they will depend on the average per capita family income.
Help can be 50, 75 or 100 percent of the child's subsistence minimum in the region. The amount will be recalculated annually, based on the change in the size of the subsistence minimum for children.
