According to the investigation, from July 2020 to February 2021, a citizen of Kazakhstan living in the Novosibirsk region and a resident of Novosibirsk, who actually led two commercial organizations, acting by a group of persons by prior conspiracy, transferred a bribe in Gorno-Altaisk to the Minister of Health of the Altai Republic and his assistant in parts in 13 million rubles for the conclusion of direct government contracts with legal entities under their control for the supply of personal protective equipment for the needs of health care, ensuring their unhindered acceptance and timely payment.
“When committing this crime, a 28-year-old man developed a complex scheme of criminal activity, including by registering controlled organizations as dummy individuals, as well as misleading them in order to hide the traces of the crime and divert suspicion from law enforcement agencies”, – to be specified in SUSK.
According to the investigation, the crimes were suppressed thanks to the joint work of the investigators of the regional investigation department and the FSB officers. “In the criminal case, investigators are conducting investigative actions aimed at collecting and consolidating the evidence base, searches have been carried out in the offices of commercial organizations in Novosibirsk, and witnesses are being questioned. The investigation of the criminal case continues,” the statement says.
Earlier it was reported that Kovalenko and his assistant Rustam Tuyunchekov were charged with taking bribes on a large and especially large scale. It was about the total amount of 4.6 million rubles, which officials received for concluding government contracts and general patronage, promoting victories in auctions for the supply of medical equipment and PPE, ensuring the unhindered acceptance of medical equipment and consumables, and their timely payment. A source in the power structures of the region told RIA Novosti that during a search in a cache in Kovalenko's toilet they found 5.8 million rubles. On Thursday, the court arrested Kovalenko and Tuyunchekov for two months, the accused were taken to a pre-trial detention center in Kyzyl-Ozek, Mayminsky district.
