Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, believes that the Ministry of Labor's intention to update the criteria for assigning payments to children from 3 to 7 years old is correct, but it is too early to talk about these criteria completely.
Earlier, the press service of the Ministry of Labor reported that when assigning payments to children from three to seven years old, real estate, movable property, as well as interest on deposits in the bank of citizens, will be taken into account as criteria for need. At the same time, families with new cars will not be able to receive the corresponding payment.
“It is obvious that the Ministry of Labor proposes to establish additional criteria of need, so that those who really need receive money, having children … Strengthening targeting is right,” Nilov told RIA Novosti.
At the same time, he noted that while the criteria for need are at the stage of discussion and the corresponding document has not been signed, it is “too early to draw any final conclusions.”
The head of the committee stressed that when updating the approach “such conditions should not be created so that those who really need, due to the fact that some additional requirements have been introduced, drop out of this list of need not for objective reasons, but for formal reasons.” …
Nilov said that, for example, there are families who live in a cottage with zero income, because they receive money “in an envelope” by renting out expensive real estate. “At the same time, they have the right to receive benefits and even receive it. I’m not saying that this is massive, but there are such manifestations, of course,” he said. Others, according to him, “receive pennies, small wages and are not a family in need of support.” “It can be seen that in the first case, these are the conditionally needy,” concluded Nilov.
He also recalled that in social policy, targeting is one of the “key postulates on which it is built.”
As previously reported to journalists in the press service of the Ministry of Labor of Russia, the government will soon have to approve the rules for providing payments for children from three to seven years inclusive for low-income families. When developing the rules for 2021, appeals from regions, public organizations and citizens who entered the Ministry of Labor of the Russian Federation last year and in the first months of 2021 will be taken into account.
Monthly benefits for children from 3 to 7 years old were introduced by presidential decree from January 1, 2020. Payments started on June 1st. They are received by low-income families. In accordance with the presidential decree, from 2021 the amount of the payment will vary depending on the income and property security of the family. It can be 50, 75 or 100% of the regional subsistence level for children.
