The Central Bank allowed the introduction of a commission when transferring money to a digital ruble

MOSCOW, 12 Mar – RIA Novosti. The Chairman of the Bank of Russia Elvira Nabiullina said that it is possible to introduce a commission when transferring cash or non-cash to the digital ruble, but they should not be inside one bank, but in general, the decision on commissions has not yet been made.

In October last year, the Central Bank of the Russian Federation announced that it was assessing the possibility of issuing a digital ruble. It can become an additional form of money along with cash and non-cash and will require the creation of additional payment infrastructure, the regulator noted.

“We received a fairly large response to our report on the digital ruble … One of the topics that should be discussed is the issue of the commission. This is not so much about the commission when transferring from one form (money – ed.) To another, although it is possibly “, – said Nabiullina in an interview with the newspaper” Izvestia “

“If you are now withdrawing money from your account in one bank through an ATM of another bank, that is, transferring from a non-cash form to cash, then a commission may arise. When transferring funds from one credit institution to another, commissions may also arise,” explained the head of the regulator …

At the same time, she stressed that the decision on the commissions has not yet been made. “They should not be inside one bank, just as there should be no commissions for C2C transfers (transfers between individuals – ed.) In a digital ruble. In C2B payments (transfers in favor of legal entities – ed.) Commissions can be discussed: what additional expenses may arise when transferring digital rubles, here you need to take into account the policies of both banks and the payment system, “added Nabiullina.

According to her, the commissions in any case “will be lower than the existing ones and will reduce the costs of citizens and businesses.” At the end of February, the first deputy chairman of the Bank of Russia Olga Skorobogatova said that the regulator does not exclude the introduction of fees for using the digital ruble, while she believes that they should be minimal and uniform throughout the country.
