The NordStar airline (part of the PJSC MMC Norilsk Nickel group) has received the status of the base carrier of the airport in Zapolyarny Norilsk and has merged into a consortium with the KrasAvia Krasnoyarsk regional airline, the press service of the governor and the regional government reports.
According to the press service, the agreement on determining the base passenger air carrier of Norilsk airport was signed by the head of the Federal Air Transport Agency Alexander Neradko, the chairman of the government of the Krasnoyarsk Territory Yuri Lapshin, the general director of the Norilsk Airport LLC Andrey Nikiforov and the general director of the NordStar Airline JSC Leonid Mokhov.
“The purpose of the agreement is to meet the needs of Norilsk residents in air services and to prevent transport isolation in the north of the Krasnoyarsk Territory. The document defines the obligations of the parties in the formation of the route network, guaranteed traffic volume, tariffs, flight frequency, benefits for passengers regarding the current conditions of air travel, establishing volumes and sources of financing for air transportation. “, – the message says.
Earlier, Russian President Vladimir Putin supported the proposal of the governor of the region, Alexander Uss, on the need to determine the base passenger carrier of Norilsk airport and create a consortium to ensure sustainable air traffic to the remote northern territories of the region and the development of the Arctic zone of Russia.

The press service notes that the presence of a base carrier does not negate the possibility of other airlines operating in Norilsk. Free slots will be allocated taking into account the flight schedule of the main company. Simultaneously with the preparation of an agreement on the base carrier, on behalf of the governor, a consortium of NordStar airlines and KrasAvia JSC (owned by the regional ownership) was created for the further development of the region's aviation and improving the transport accessibility of other territories in the region.
“In the presence of Alexander Uss, the parties signed an agreement and the necessary package of agreements regulating relations between airlines in the framework of the consortium on production and commercial aspects. The documents record agreements on joint operation of airlines, training of flight personnel, and aviation maintenance of aircraft,” the message says.
When creating the consortium, an agreement was reached with Norilsk Nickel on the transfer of five ATR-42-500 medium-range aircraft to the region, which are currently operated by the NordStar airline.
