On March 7, 2021, a law came into force in the Russian Federation, prohibiting unaccompanied children under 16 years of age from disembarking from public transport for free travel.
Changes are proposed to the Code of Administrative Offenses of the Russian Federation.
The authors of the project note that the law prohibiting the disembarkation of free-riders was adopted in order to protect children, but “at the same time, the responsibility of those who allowed such a forced disembarkation of minor children under 16 years old, unaccompanied by an adult, has not been established.” The authors of the draft believe that administrative liability for violation of the prohibition established by the new law should be established in the Code of Administrative Offenses of the Russian Federation. “The draft law introduces amendments to the Code of Administrative Offenses of the Russian Federation, according to which the illegal forced disembarkation of a stowaway under 16 years of age, the next unaccompanied adult shall entail the imposition of an administrative fine on the driver and conductor of public transport in the amount of 10 thousand rubles, and on the representative of the carrier and (or) the officials authorized to exercise control by the representative of the carrier in the amount of 50 thousand rubles, “the explanatory note says …
