MOSCOW, March 9 – RIA Novosti. The neighbors of the “Skopinsky maniac” Viktor Mokhov are planning to write a letter to the local administration with a request to resettle him. This “Moskovsky Komsomolets” was told by one of the residents of the city of Skopin.
She noted that most of the Skopinians are still wary of a man. “Young people do not hang out there. I know that parents warned their children: if they accidentally intersect with Mokhov, so as not to talk to him,” – continued the interlocutor of the publication.
According to her, residents also assume that Mokhov himself will decide to move to Ryazan or Moscow.
In 2000, Viktor Mokhov, a locksmith from the city of Skopin, Ryazan Region, kidnapped two girls, 14 and 17 years old. He kept them in the basement for almost four years: in captivity, one of them gave birth to twice from Mokhov, but the criminal took the children away. The locksmith starved the girls, kept them without light, beat them with a rubber hose, poisoned them with tear gas. The captives were released in May 2004 after they accidentally managed to hand over a note to the wild.
In 2005, Mokhov was sentenced to 17 years in a maximum security colony, but in 2012 this term was reduced by two months. Last week, the offender was released from a colony in the Saratov region, after which he returned to Skopin. He was supervised at the place of residence: for six years, Mokhov cannot attend mass events, walk at night and leave the district without permission, he is obliged to report to the local police twice a month.
