Under the terms of the program, the money received can be spent on the purchase of an apartment, house, including an unfinished land plot. It is possible to build and purchase housing in rural settlements united by a common territory within the boundaries of a municipal district, in urban-type settlements, workers 'settlements that are not part of urban districts, and small towns, rural settlements and workers' settlements that are part of urban districts (for the exception of the urban district is the city of Blagoveshchensk). In addition to rural settlements, rural agglomerations of the region include small towns and urban-type settlements: Zavitinsk, Raichikhinsk, Skovorodino, Shimanovsk, Arkhara, Bureya, Novobureisky, Magdagachi, Fevralsk, Seryshevo, Erofei Pavlovich.
Preferential housing loans are provided for the construction of a residential building or the purchase of a land plot for construction. The money can be spent on participation in shared construction, purchase of finished housing or residential premises with a land plot.
The borrower pays at his own expense 10 percent or more of the cost of the dwelling, the loan term is no more than 25 years. Anyone can be a borrower under this program. There are no requirements for marital status, place of residence and social status.
Although the program was called “Rural mortgage”, the borrower does not have to live in the village from the beginning. This is a fundamental difference from the Far Eastern mortgage, where there is a requirement for registration. You can take such a preferential mortgage only once.
