RYAZAN, 5 March – RIA Novosti. Released Viktor Mokhov, known as the “Skopinsky maniac”, did not arrive at the appointed time at his house on Oktyabrskaya Street in the city of Skopin, the RIA Novosti correspondent reports.
Earlier, the Ministry of Internal Affairs for the Ryazan region RIA Novosti reported that in accordance with the order issued in the correctional institution, Mokhov must arrive at his place of residence no later than March 4 and register with the internal affairs bodies within three working days. Violations threaten with liability, from administrative to criminal, if repeated.
Until the end of the day on March 4, Mokhov did not appear in his house on Oktyabrskaya Street in Skopin. All this time, police officers were on duty near the building.
Mokhov left the penal colony on March 3, which was confirmed by RIA Novosti at the Federal Penitentiary Service of the Saratov Region. At the suit of the administration of correctional colony No. 4, where he was serving his sentence, supervision was established against him for six years at the place of residence. Mokhov told the court last September that he intends to return to his native Skopin. For the next six years, he will not be allowed to attend mass events, walk at night and leave the district without permission; he will have to report to the local police twice a month.
A number of media outlets suggested that after his release, Mokhov went not to Skopin, but to Moscow to participate in a talk show.
In 2000, a locksmith Mokhov from Skopin kidnapped two girls aged 14 and 17 and held them in a basement for almost four years. In captivity, one of them gave birth to him twice, but the criminal took the children away. Mokhov starved the girls, kept them without light, beat them with a rubber hose, and sprayed tear gas around the room. The girls accidentally managed to release a note, and on May 4, 2004, they were released. A resident of the Ryazan region, Viktor Mokhov, kept the girls in the basement for almost 4 years. One of them was 14 and the other 17. He raped them, beat them, starved them, and gassed them. In captivity, one of the captives gave birth to him twice, but both times the criminal took the children away and threw them to strangers.
On August 30, 2005, the Skopinsky District Court sentenced Mokhov to 17 years in a strict regime colony, but taking into account the changes introduced by the Pugachevsky District Court on July 24, 2012, this term was reduced to 16 years and 10 months.
