According to the relevant ministry, an insurance system with state support is available in the region. Enterprises pay only 50% of the cost of the policy, the remaining half of the amount is transferred to the insurer at the conclusion of the contract by the regional Ministry of Agriculture.
In addition, to support farmers and agricultural enterprises in the region, the subsidy rate for supporting its own milk production has been increased from 6.5 to 12 rubles. The number of agricultural producers of the region who applied for this subsidy increased due to the reduction of bureaucratic formalities for receiving payments.
State support for greenhouse vegetable growing has been revived in the region. In December 2020, 17.5 million rubles were allocated between three agricultural producers of the region for the purchase of technological equipment. For the resumption of breeding work, the ANO “Khabarovskplemservice” was created and started to work. The regional governments received state support for the purchase of 34 units of new agricultural machinery to 14 producers of the region, the total amount of subsidies paid amounted to 51.1 million rubles.
In 2020, grants were issued to peasant farms in the amount of 175.8 million rubles in three areas: for the creation of family farms (3); for the implementation of “Agrostartup” (8); for the creation of dairy livestock farms (5). On the basis of ANO “KSF”, a machine-tractor station was created, equipped with new specialized agricultural machines, for the restoration and involvement of unused land (arable land) in the economic circulation.
By order of the Acting Governor of the Khabarovsk Territory Mikhail Degtyarev, compensation from the budget to agricultural enterprises and citizens for damage caused by African swine fever, the epidemic of which the region faced in August 2020, was increased by 60%. Also, a regulatory legal act has been developed that allows regional bakers to receive subsidies from the federal budget. They will receive 2 thousand rubles for each ton of manufactured products, which should restrain the rise in prices for bread for the population.
Also, on behalf of Degtyarev, the volume of supplies to the domestic market of “Affordable Fish” has been increased. In 2020, 730 tons of frozen and chilled fish products were sold and partially donated to residents of the region, which is 1.6 times more than a year earlier. This volume included 510 tons of salmon and 5.75 thousand cans of canned food. The program will be continued this year.
According to the regional Ministry of Agriculture, projects for the improvement of rural areas have been implemented within the framework of the profile state program. A subsidy in the amount of 63.1 million rubles was provided to rural and urban settlements from 13 municipal districts of the region for the implementation of 51 projects. The number of recipients is more than 152 thousand people.
