“Skopinsky maniac” was released

PUGACHEV (Saratov region), March 3 – RIA Novosti, Eduard Demyanets. A resident of the Ryazan region, Viktor Mokhov, known as the “Skopinsky maniac”, left the penal colony in the Saratov region on Wednesday after almost 17 years for the abduction and rape of two girls, the press service of the Saratov Federal Penitentiary Service told RIA Novosti.

Earlier, a source in the power structures told RIA Novosti that 70-year-old Mokhov left the colony early in the morning on Wednesday, after which he left Pugachev by train home.

“On the third of March Mokhov was released after the expiration of the term of imprisonment appointed by the court,” the agency's interlocutor at the UFSIN confirmed.

In 2000, in the town of Skopin, a locksmith Mokhov kidnapped two girls of 14 and 17 years old and held them in a basement for almost four years. In captivity, one of them gave birth to him twice, but the criminal took the children away. Mokhov starved the girls, kept them without light, beat them with a rubber hose, and sprayed tear gas around the room. The girls accidentally managed to release a note, and on May 4, 2004, they were released.

On August 30, 2005, the Skopinsky District Court sentenced Mokhov to 17 years in a strict regime colony, but taking into account the changes introduced by the Pugachevsky District Court on July 24, 2012, this term was reduced to 16 years and 10 months.

At the suit of the administration of correctional colony No. 4, where until recently Mokhov was serving a sentence, after his release, supervision will be established for six years at the place of residence. Mokhov told the court last September that he intends to return to his native Skopin.

For the next six years, he will not be allowed to attend public events, walk at night and leave the district without permission. He will also have to report to the local police twice a month.

As follows from the materials of the Pugachevsky District Court, during the period of serving his sentence, Mokhov was characterized negatively, treated work satisfactorily, had one extinguished penalty and seven rewards, reacted poorly to educational activities, took part in the social life of the detachment, “obeying the need”, while he admitted guilt in the crime in part, “he did not take the path of correction.”
