MOSCOW, March 1 – RIA Novosti. The circle of organizations that are required to accept Mir cards for payment is gradually expanding: from March 1 to June 30, 2021, this perimeter will include stores with a revenue of more than 30 million rubles a year.
As the head of the Association of Electronic Money and Money Transfer Market Participants Viktor Dostov explained to RIA Novosti, this gradualness is due to the fact that stores need time to conclude agreements with banks, install equipment and train personnel. In the future, such an obligation will appear for organizations whose revenue for the previous calendar year exceeds 20 million rubles. “These requirements mean that from July 1, 2021, Mir cards must be accepted in almost all retail outlets: revenue of 20 million is typical even for small Grocery stores near the house. Strictly speaking, in the cities, most of the sellers have already started accepting cards, without waiting for the legislative obligation, “the expert notes.
Statistically, consumers very rarely have problems with card payments, Dostov notes. Often they are connected not with the fact that such a possibility is absent in principle, but with the fact that the seller avoids accepting the card, for example, referring to the terminal breakdown. It is very difficult to trace this, because the law does not regulate such cases.
“If this situation repeats systematically, the buyer has the right to contact Rospotrebnadzor: the duty of accepting cards relates to the protection of consumer rights. But before that, you can try to call the bank whose terminal is at the point of sale – they can help the store to set it up correctly and avoid constant breakdowns and blackouts, “he advises.
