MOSCOW, March 1 – RIA Novosti. A group of State Duma deputies submitted to the State Duma a bill on compulsory registration in the state information system of equipment for the production of tobacco products, this will help solve the problem of illegal production, the document was published on Monday in the electronic database of the lower house of parliament.
The authors of the project were deputies from the United Russia and LDPR factions – Sergei Katasonov, Andrei Lugovoi, Airat Farrakhov and Alexei Weller.
Changes are proposed to the law “On the protection of public health from exposure to second hand tobacco smoke, the consequences of tobacco consumption or consumption of nicotine-containing products.”
The authors explain that the bill is aimed at suppressing the illegal circulation of tobacco products in the Russian Federation.
“Monitoring of the tobacco products market showed that there are significant volumes of tobacco products on the Russian market that are illegally produced in the Russian Federation and sold without paying excise duties and taxes … In addition, the trend of recent years has been an increase in the share of domestic tobacco products marked with special brands, but sold at a price below the minimum amount of excise duty and VAT, which each manufacturer is obliged to pay in the form of taxes from each pack produced, “the explanatory note says.
The authors of the project note that the current legislation “does not allow solving the problem of illegal production of tobacco products on the territory of the Russian Federation and levels the efforts of the state to combat the circulation of illegal tobacco products on the Russian market.”
In this regard, it is proposed to take legislative measures in terms of “establishing a requirement for mandatory registration in the state information system for monitoring the turnover of goods subject to mandatory labeling by means of identification of the main technological equipment for the production of tobacco products and (or) tobacco products.”
