State Duma Deputy Vitaly Milonov sent a deputy request to the Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev with a proposal to create a separate article in the criminal code on punishment for the production and distribution of any materials demonstrating “sexual contacts with elements of rape, murder, physical harm, with people in a helpless state, with dead or animals. “
As noted in the text of the appeal (RIA Novosti has it), crimes against the sexual inviolability of citizens “make up a considerable share of the overall statistics of crimes” in Russia. They are committed by “villains who are in a frenzy of satisfying their sick lust.” Accents Belgian scientists have identified a link between porn viewing and problems in relationships with a real partner. They also believe that the “strawberry” hobby threatens impotence. There is no common understanding of this yet, but there is reason for reflection.
According to Milonov, an indirect reason for these crimes is the available pornographic materials promoting the commission of crimes on a sexual basis.
“I have received many appeals in which citizens report the existence of a whole layer of pornography devoted to rape, murder, intercourse with the dead, abuse, etc.,” the parliamentarian reads. He noticed that similar materials are available on the web. “In a couple of clicks … you can find yourself on sites that more resemble Gestapo archives than a page with erotic materials,” Milonov added.
He is sure that viewing these materials pushes “unbalanced psychopaths to crime, and with particular cruelty and sophistication.”
“In this regard, I ask you to evaluate the idea of criminalization (with real imprisonment of the perpetrators) of production, storage, distribution of any materials (video, audio, text, images, etc.) that demonstrate and / or promote sexual contacts with elements of rape, murder, causing physical harm, with people in a helpless state, with the dead or animals, “the parliamentary inquiry says.
Milonov stressed that this measure “will have a beneficial effect on crime prevention and will remove from public free access materials that contribute to an aggravation of the crime situation.”
Currently, the Criminal Code of the Russian Federation provides for liability under the article for the illegal production and circulation of pornography. For illegal production of pornographic materials, a fine of 100 to 300 thousand rubles is provided, or forced labor for up to two years, or imprisonment for the same period. Distribution, public display or advertising of porn among minors, or involvement of a minor in the turnover of pornography may result in imprisonment for a term of 2 to 5 years. Such acts committed by a group of persons using the Internet, with the extraction of income on a large scale, are punishable by imprisonment for a term of 2 to 6 years.
