NIZHNY NOVGOROD, 26 Feb – RIA Novosti. The court in Kirov refused to grant the investigator's petition to arrest a man who kicked a disabled person in the back and released the detainee, the regional investigation department of the RF IC told RIA Novosti.
“The court refused to satisfy the investigator's request for detention. Now the man has been chosen as a measure of recognizance not to leave,” said the agency's interlocutor.

She added that the man was taken to the court from the pre-trial detention center, but after the hearing he left freely.
Earlier, the Ministry of Internal Affairs opened a criminal case under Article 116 of the Criminal Code of the Russian Federation (Beating) against a 33-year-old man who kicked a 52-year-old invalid on the steps of a store, after which he disappeared, but was later detained. He explained his actions by the fact that the disabled person allegedly stretched out his hand towards his wife, and said that he was ready to apologize. In connection with the increased public outcry, the SUSK RF in the Kirov region took the case for itself.
