The Human Rights Council under the President of the Russian Federation (HRC) is monitoring the situation with violence against prisoners in the pre-trial detention center and colonies of the Irkutsk region, it is planned to send representatives of the Council there after the completion of the work of the commissions of inquiry, the head of the HRC Valery Fadeev told RIA Novosti.
Earlier, the director of the department, Alexander Kalashnikov, at a round table in the Federation Council, said that the inspection of the Federal Penitentiary Service of Russia established that 41 people were involved in violence against prisoners in the pre-trial detention center and colonies of the Irkutsk region, 75 victims are already known.
“The HRC is monitoring (the situation). Colleagues Andrei Babushkin and Eva Merkacheva are planning to go there on a business trip. It would be wrong to interfere with the work of the commissions now, it is wrong to mix state control, very serious commissions are working there, and the measures will probably be very serious. Criminal cases have already been initiated. It would be wrong now to interfere with the work of these commissions. As soon as this work is completed, colleagues will go on a business trip, “Fadeev said.
He added that the members of the HRC during the trip will form their own opinion on the part of the society about what happened there, and will try to assess the work of the commissions.
“It is very good that such cases are not hidden and the FSIN is putting things in order in case of such violations. The more energetically this work is carried out, the greater will be our hope that there will be less and less such disorders. Last week, the department announced the dismissal of the head of SIZO-1 in Irkutsk, the temporary suspension of his deputy, as well as the deputy head of IK-6 for beating prisoners. Today the FSIN spoke about nine criminal cases opened against employees and prisoners. In addition, representatives of the Federal Penitentiary Service of Russia have identified 10 convicts who used physical measures against other prisoners, and they are undergoing verification measures.
Also, employees of the Federal Penitentiary Service of Russia, together with representatives of the Prosecutor's Office and the SUSK of the Russian Federation for the Irkutsk Region, are checking the conditions of detention in SIZO-1, SIZO-6, IK-2, IK-6, IK-7, IK-15. In order to identify possible bodily harm, medical workers conduct an examination of suspects, accused and convicted persons.

The sister of the convict O. from Tuva, who was in the remand prison, turned to human rights defenders for help. She said that her brother was tortured and disabled. The regional GUFSIN denied the information, referring to the fact that O. became a victim of a conflict with inmates.
