MOSCOW, February 22 – RIA Novosti. State Duma deputies Alexander Khinshtein and Sergei Boyarsky believe that the fine imposed on Alexei Navalny for insulting a veteran is a minor punishment for such an offense; there are fears that such violations will arise again.
The chairman of the State Duma committee on information policy, information technology and communications Khinshtein and the deputy chairman of this committee Boyarsky, according to the press service of the United Russia party, are among the authors of the amendments to toughen the responsibility for insulting veterans, which are prepared for the second reading in the bill on protection historical memory. Such facts are proposed to be attributed to one of the forms of rehabilitation of Nazism. The amendments were also co-authored by Deputy Chairman of the State Duma Irina Yarovaya and Chairman of the State Duma Defense Committee Vladimir Shamanov.
By court decision on Saturday, Navalny must pay a fine of 850 thousand rubles for defamation of the veteran of the Great Patriotic War Ignat Artemenko. In addition, he was sentenced to 3.5 years in prison in the Yves Rocher case. The new verdict will not affect the term of his imprisonment, since the “Libel” article in the wording, which was relevant at the time of the crime, did not imply imprisonment.
“If we take this particular trial, then we understand that his person involved in these fines is like an elephant, given the scale of financing of all his special operations on the territory of our country from abroad. Yes, in fact, this is not the point – no one is allowed to behave like that way, and such an insignificant punishment is a precedent that can provoke the emergence of similar unacceptable manifestations, “- said Boyarsky, quoted by the press service of the United Russia party
In his opinion, a financial fine for insulting a war veteran and mocking his awards is an absolutely disproportionate punishment.
Khinshtein adheres to the same opinion. “Today, liability for libel has already been toughened, and Navalny was tried according to the old version of the Criminal Code, since it was it that was in effect at the time of the crime,” he explained.
The head of the committee believes that the expansion of the concept of the composition of such an offense should be expanded – “this will help to maximally protect the memory of the heroes of our country.”
