NOVOSIBIRSK, 19 Feb – RIA Novosti. The mayor of Tomsk, Ivan Klein, accused of abuse of power and illegal business, has finished reading the materials of the criminal case, it has been transferred to the prosecutor's office for approval of the indictment, senior assistant to the head of the Investigative Committee of the Investigative Committee Elena Lebedeva told RIA Novosti on Tuesday.
In early February, investigators of the UK completed investigative actions in Klein's criminal case, consisting of three episodes, two of which are related to abuse of office, and the third – with illegal participation in business activities. Earlier, the Kirovsky District Court of Tomsk, at the request of the investigation, limited the period until February 18 to familiarize Klein with the case materials. Lawyers opposed this, claiming lack of time and urgent kidney surgery needed for Klein.
“Klein has finished familiarizing himself with the materials of the criminal case. The case has been sent to the prosecutor's office to approve the indictment,” the agency's interlocutor said. If the indictment is approved, the prosecutor's office is expected to take the case to court.
Klein was detained at his workplace on November 13, 2020. On the basis of FSB materials, the Investigative Committee opened a criminal case against him under the article on abuse of office committed by the head of the local self-government body. The Kirovsky District Court arrested Klein on November 14 and dismissed him from office on November 18 for the duration of the investigation. In January, the arrest period was extended until March 13, 2021. The mayor did not admit his guilt.
According to the Investigative Committee, in 2016 the mayor of Tomsk prevented a local businessman from obtaining land for housing construction, since it was adjacent to the Tomskoye Pivo plant. The second criminal case is related to the fact that, according to the investigators, in 2015, in the interests of his daughter, Klein ordered the head of the Department of Architecture and Urban Planning of the Tomsk Administration to give her a land plot without bidding. The RF IC announced the initiation of the third criminal case in January 2021. According to the investigation, Klein, being the mayor of Tomsk, in violation of the law, took part in the management of the activities of OJSC Tomskoe Pivo, of which he is one of the shareholders.
Klein was the general director of OJSC Tomskoe Pivo for a long time, but left this post after becoming the mayor of Tomsk in 2013. Since then, the company has been headed by his wife, Galina Klein. Ivan Klein was elected mayor of Tomsk in 2013, re-elected in 2018.
