MOSCOW, February 19 – RIA Novosti. The Central Bank in a letter to the banks asked them to speed up the connection of services to the Fast Payment System (FPS). A copy of the document is at the disposal of RIA Novosti.
The speech, as specified, is about payments by QR-code, transfers from legal entities to individuals, as well as transfers between individuals at the request of the recipient of funds. “A significant number of credit organizations have planned activities to connect the services c2b / b2c, c2cpull for a period close to the date , with which it is necessary to ensure the provision of services to customers, which increases the risk of non-compliance with the deadlines established by the standard, “- the edition cites an extract from the letter.
It follows from the annex to the document that banks need at least 35-60 days to expand the Fast Payment System.
The Central Bank recalled that systemically important banks should implement it by October 1, 2021, and credit institutions with a universal license – by April 2022.
A representative of the Bank of Russia said that they are worried by the fact that many are postponing these procedures until the last moment – because of this, there is a risk that customers will not be able to make these payments. According to the organization, now 42 banks, including nine systemically important, have connected payments from individuals to legal entities, including payments for purchases via a QR code.
Sberbank, Sovcombank, and Alfa-Bank did not enable such transfers.
The fast payment system was launched in Russia at the end of January 2019. With its help, you can make transfers by phone number, as well as pay for goods and services using a QR code. In addition, there is already the possibility of making payments by legal entities in favor of individuals. Companies use this to issue microloans, pay insurance claims and provide brokerage services.
Earlier it became known that Russian banks will increase the limits on the volume of daily operations of the client in the SBP to at least 150 thousand rubles. This follows from the draft instructions of the Central Bank. The increase in the limit will increase the availability of transfers. Now a month you can transfer up to 100 thousand rubles a month free of charge, and after exceeding this figure – at the minimum tariffs of 0.5 percent of the amount. Some banks set limits for clients on transfers per day – in Sberbank, the amount is limited to 50 thousand rubles per day. The limit of 150 thousand rubles, according to the Central Bank, will cover the basic need for interbank transfers.
