KHANTY-MANSIYSK, February 19 – RIA Novosti. The interim chief of the Ministry of Internal Affairs in Nizhnevartovsk was dismissed after police and students simulated dispersal of a protest in a lesson at a local school, according to the website of the Ministry of Internal Affairs for the Khanty-Mansi Autonomous Okrug-Yugra.
“The Commission of the Ministry of Internal Affairs of Russia for the Khanty-Mansi Autonomous Okrug-Yugra has completed an official check … As a result of the check, a decision was made to dismiss the acting head of the Ministry of Internal Affairs of Russia for the city of Nizhnevartovsk Oleg Suraev from the internal affairs bodies,” the message says.
In addition, the department warned three employees of the district and local departments of the Ministry of Internal Affairs about the incomplete official compliance, and also issued a severe reprimand to four employees of the regional central administration and the Nizhnevartovsk police – mostly specialists in charge of public relations and the media.
Earlier, the Megapolis TV channel published a video, which, according to media reports, demonstrates part of a lesson conducted by police officers for school students in Nizhnevartovsk. In the footage, a group of students portray protesters throwing sports balls towards other teenagers in helmets, who cover themselves in a row with shields commonly used by law enforcement officers in mass demonstrations.
The city administration of the Ministry of Internal Affairs explained that a lesson of courage took place at the specified school on Monday. Police officers met with the students, they talked about their work, and also “played a scene” in which the students, under the guidance of law enforcement officers, themselves “played the role of heroes.” The district office of the Ministry of Internal Affairs appointed an official check after the video from the lesson spread in social networks and the media.
The official representative of the Ministry of Internal Affairs of Russia Irina Volk on Wednesday told reporters that the leadership of the Ministry of Internal Affairs for the Khanty-Mansi Autonomous Okrug received a disciplinary penalty from the Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev. The ministry called the involvement of minors in such events unacceptable.
The Nizhnevartovsk Department of Education also organized an internal audit. The head of the department, Inna Svyatchenko, said on Wednesday that no violations of the requirements of the federal law “On Education in the Russian Federation” were found there, but violations of sanitary and epidemiological requirements were revealed. Svyatchenko stressed that the event was held at the initiative of the local police and had a “career guidance”. The department recommended the director of the school, as well as the heads of other educational institutions in the city, to analyze the plan of educational activities and pay special attention to the control of the content.
