S.-PETERSBURG, 18 Feb – RIA Novosti. The police of St. Petersburg and the Leningrad region, together with the FSB and the prosecutor's office, identified seven suspects of fraud with maternal capital, said the official representative of the Russian Ministry of Internal Affairs Irina Volk.
“The identities of seven suspects of fraud with the cashing of maternity (family) capital have been identified. These are five residents of the Volgograd region and two residents of St. Petersburg,” Volk said.
According to her, during the searches they seized three premium cars, funds in the amount of over 1.3 million rubles, as well as electronic media, documents, stamps.
“During a search of the alleged organizer of illegal activities, a resident of the Volgograd region who had previously been convicted of fraud, the police found a private plane.
Five suspects, including the alleged organizer, have been detained. One was sent under house arrest, another is under recognizance not to leave.
Earlier, the St. Petersburg police revealed a large-scale fraud scheme involving the cashing of maternity capital funds. The attackers entered into fictitious contracts with citizens holding state certificates for maternity capital. Under the terms of the loan, the money was supposed to be used to build residential buildings in the regions of Russia.
The contracts were transferred to the branches of the pension fund to receive payments. Then the funds were cashed and distributed between the client and the employees of the cooperative, who demanded 45% of the capital for their services. Over the past two years, the suspects have attracted more than 100 clients in several regions of Russia, only in St. Petersburg and the Leningrad region the damage to the federal budget amounted to about 20 million rubles.
