VLADIVOSTOK, 15 Feb – RIA Novosti. A convict with no signs of life was found in one of the colonies of Primorye, RIA Novosti was told at the regional headquarters of the Federal Penitentiary Service. According to a source close to the investigation, we are talking about Khalid Khuguev, who was serving a sentence under the article on terrorism.
“The convict was found with no signs of life, the department is conducting a check,” the FSIN reported. The interlocutor of the agency noted that the investigation is carried out by the Investigative Committee.
An informed source close to the investigation told RIA Novosti that the deceased Khalid Khuguev was convicted under Article 205 of the RF Criminal Code “Terrorist act”.
According to some media reports, Khuguev was killed by another convict.
In April 1999, an explosion occurred in the Intourist hotel in Moscow. The 20th floor of the hotel was seriously damaged. 11 people were injured, including a ten-month-old child who is a Spanish citizen. Another explosion occurred on August 31 of the same year in the Okhotny Ryad shopping mall on Manezhnaya Square. As a result of the explosion of a bomb planted in the salon of slot machines, 40 people were injured, one of the wounded later died.
Khalid Khuguev was convicted for organizing the explosions, and Magumadzair Gadzhiakaev was convicted for the execution. The first was sentenced to 25 years in prison, the second to 15. In 2010, the Supreme Court reviewed the sentence for the accused. Khuguev's sentence was reduced to 22 years in a colony, and Gadzhiakaev's – to 13 years.
According to investigators, the explosion in Okhotny Ryad was connected with the fact that the Plaza group of companies managing the complex, whose president was the Chechen businessman Umar Dzhabrailov, refused to pay money to the militants of the leader of the Chechen separatists, terrorist Shamil Basayev. The crime was ordered by Basayev, who decided to punish the businessman in this way.
