Energy producers noted that the adoption in April last year, against the background of COVID-19, of the RF government decree No. 424, which established a moratorium on the collection of penalties for late payment of utilities until January 1, 2021, was perceived by certain categories of consumers as the right not to pay, which led to complete cessation of payment for housing and communal services or reduction to a minimum of payments by unscrupulous citizens, management organizations, as well as intermediaries.

However, in the context of a significant increase in debts last year (on October 1, the debt amounted to 176 billion rubles, on November 1 – 191 billion, on December 1 – 211 billion), it is necessary to take measures to strengthen the payment discipline of consumers and implement a transition to targeted support of the most vulnerable groups consumers in a difficult situation were concluded in associations.
