Moscow and Washington, extending the Strategic Arms Reduction Treaty (START-3), opened a new stage in the field of arms control, Russia positively assesses the signals from the United States, said Russian Deputy Foreign Minister Sergei Ryabkov. “In fact, we have opened a new window of opportunity for diplomacy in terms of searching for promising solutions in the field of arms control, the need for which, I think, is obvious today to everyone, “Ryabkov said at a press conference at the Rossiya Segodnya news agency.
According to him, Russia does not yet know from what positions the administration of US President Joe Biden will act on these issues, but “we welcome the statement that the extension of the START Treaty is intended to become the beginning of further cooperation in this area.”
The Strategic Arms Reduction Treaty (START-3), concluded in 2010, expired on February 5, 2021. Donald Trump declared it unprofitable for the United States and announced the need to develop a new document with the involvement of China in the negotiations. The possibility of extending START-3 was allowed, but under certain conditions, including the verification regime. Negotiations with the Trump administration have failed. Biden, who replaced Trump as president, spoke in favor of extending the Treaty without additional conditions.
On February 3, Russia and the United States exchanged notes on the completion of internal procedures required to extend START-3. The contract is extended without changes and additions for five years – until February 5, 2026.
