MOSCOW, February 10 – RIA Novosti. The State Duma at a plenary session on Wednesday passed a law punishing up to 10 years in prison for persuading people to use drugs on the Internet.
The authors of the initiative were members of the Duma commission to investigate the facts of outside interference in the affairs of the Russian Federation. Changes are proposed to Article 230 of the Criminal Code and Article 151 of the Criminal Procedure Code of the Russian Federation.
The initiative proposes to supplement part 2 of Article 230 of the Criminal Code of the Russian Federation with clause “d”, which establishes criminal liability for inducement to the consumption of narcotic drugs, psychotropic substances or their analogues using information and telecommunication networks (including the Internet).
The punishment for such a violation will be up to 10 years in prison.
The project also proposes that if the inducement to use drugs leads to the death of two or more victims by negligence, then a punishment will be provided in the form of imprisonment for a period of 12 to 15 years with deprivation of the right to hold certain positions or engage in certain activities for up to 20 years.
“Every year, the number of criminals who, using the anonymity of the Internet, promote drug use, create demand for them, post information where they can be purchased, is growing. The main consumers of this information are very young people, often minors. This is an adequate punishment for those who who draws young people into drug use and, in fact, kills “, – commented the chairman of the State Duma Vyacheslav Volodin.
