MOSCOW, 8 Feb – RIA Novosti. The Yamalo-Nenets District, Moscow and Chukotka top the list of Russian regions, whose residents can buy the most gasoline for their average monthly salaries, the outsiders are Dagestan and Ivanovskaya Oblast, according to a RIA Novosti study *.
Gasoline price dynamics
According to official data, in 2020, gasoline prices rose in Russia, although the rate of price growth in most regions and in the country as a whole was relatively low. In general, the cost of AI-92 motor gasoline from mid-January 2020 to mid-January 2021 increased by 2.9%, which is below the inflation rate last year.
In more than half of the regions, gasoline prices changed by less than three percent. According to experts, the relatively small rise in prices in the country as a whole is due to the action of the damper mechanism, which smoothed out price fluctuations during periods of sharp drops in oil prices. At the same time, significant differences in the level of prices and their dynamics in different regions of the Russian Federation persisted.
As the study showed, in January 2021 the difference between the maximum and minimum prices for AI-92 gasoline in the regions was about 33%. At the same time, the differentiation of incomes of the population remains high, so the burden on the family budgets of ordinary drivers depends not so much on the price of gas stations, but on the ratio of the cost of gasoline to wages in a particular region.
Ranking leaders and outsiders
To assess the availability of car fuel, RIA Novosti experts calculated the amount of gasoline that residents of different regions of Russia can buy for their average monthly salaries, and made a rating of regions in terms of fuel availability for the population.
It is based on the ranking of regions in terms of the volume of AI-92 gasoline, which can be purchased by a resident of one or another constituent entity of the Federation for the average wage in the region. The amount of fuel available for wages was determined by dividing the average monthly salary in the region minus personal income tax for the period from December 2019 to November 2020 by the regional price of gasoline as of mid-January 2021.
The leading regions in the rating with the most affordable gasoline include mainly the territories of the Far North and both Russian capitals. The leader of the rating is the Yamalo-Nenets Autonomous Okrug, where you can buy 2,155 liters per month with an average salary. The second place was taken by Moscow (1944 liters), the third – by the Chukotka Autonomous Okrug (1707 liters).
In addition to these three, in thirteen regions, drivers can purchase more than a thousand liters of AI-92 gasoline for the average salary in the region. These include: Nenets Autonomous Okrug, Magadan Oblast, Sakhalin Oblast, Khanty-Mansi Autonomous Okrug – Yugra, Kamchatka Krai, St. Petersburg, Murmansk Oblast, Republic of Sakha (Yakutia), Moscow Oblast, Komi Republic, Krasnoyarsk Krai, Arkhangelsk Oblast and Tyumen region. On average in Russia, the value of the availability of AI-92 gasoline for the population is 1002 liters.
Less than 600 liters of AI-92 gasoline can be bought by residents of seven regions – North Ossetia (598 liters), Chechnya (594 liters), Ingushetia (591 liters), Kabardino-Balkaria (584 liters), Karachay-Cherkessia (573 liters), Ivanovskaya region (569 liters), Dagestan (560 liters). Experts explain this not only by gasoline prices, which are higher than the national average in a number of these regions, but also by low wages.
Affordable doesn't mean cheap
As the study shows, the range of prices for motor fuel in Russian regions is very large: from 40.04 rubles per liter of AI-92 gasoline in the Chelyabinsk region, to 60 rubles per liter in Chukotka. Moreover, in many regions, despite the high cost of gasoline, it is quite affordable.
AI-92 in mid-January 2020 cost more than 50 rubles per liter in six regions, while in all of them more than a thousand liters of gasoline can be bought for an average monthly salary. These are Chukotka (60.00 rubles per liter), the Republic of Sakha (Yakutia) (54.38 rubles), Magadan Region (53.92 rubles), Sakhalin (51.67 rubles), Kamchatka (50.91 rubles). The traditionally high price of gasoline in the Far Eastern regions is explained by the high costs of its transportation due to specific geographic conditions.
As noted above, the minimum cost of AI-92 gasoline in mid-January 2021 was recorded in the Chelyabinsk region (40.04 rubles per liter). In six other regions, the cost of this brand of fuel was below 42 rubles per liter. These are Novosibirsk Region, Tomsk Region, Altai Republic, Kurgan Region, Kemerovo Region and Altai Territory.
At the same time, it can be noted that in a number of regions with a relatively low cost of gasoline, its availability is at a low level, which is determined by the low salaries of the population in these regions.
Rising fuel prices
Experts drew attention to the fact that in six Russian regions the cost of motor fuel increased by more than five percent. On average, in Russia, AI-92 gasoline rose in price by 2.9 percent from mid-January 2020 to mid-January 2021. Average prices for gasoline during this period increased in almost all regions, with the exception of the Altai Territory, where the price decreased by 0.27%, and the Republic of Altai and the Chelyabinsk Region, where prices remained practically unchanged.
At the same time, the growth rates were mainly below inflation. Prices rose by more than four percent in only 13 regions, and above the inflation rate (4.9%), gasoline rose in price only in six regions. The most significant – by more than seven percent – the average cost of AI-92 from January 13, 2020 to January 18, 2021 increased in the Magadan region, Sakhalin and Chukotka.
RIA Novosti experts expect that in 2021 the trend of growth in prices for motor gasoline at rates below inflation will continue. At the same time, the growth rate of nominal wages on average in the country is likely to exceed inflation rates, so the availability of gasoline should slightly increase, but the situation will develop differently in different regions.
