“The law on orphans is imperfect. Unfortunately, we state the facts when there are orphans who really need help, and there are orphans with quite living parents, and the parents are not marginal, but specifically refuse their children in order to put them on the line (to receive housing for orphans). He noted that the queue of orphans who are entitled to housing from the state is large in the Amur Region. “We are solving as far as possible, as funding is received,” Orlov added. In total, according to the government of the Amur Region, there are 3257 orphans on the lists for housing.
