MOSCOW, February 7 – RIA Novosti. The second cousin of the former head of the Novokuli village of Novolaksky district of Dagestan, Abakar Kaplanov, who was killed in the Makhachkala police department, told REN TV about the circumstances of the incident.
Earlier, a law enforcement source told RIA Novosti that the man was shot dead in the office of the head of the Soviet District Department of Internal Affairs in the capital of the republic. According to the agency's interlocutor, the deceased “had a long-standing enmity” with two Russian National Guardsmen from the same village, the conflict “began on the basis of land disputes.”
According to Ramazan Sultanov, the night before, Kaplanov was “driven” to the ROVD, and a statement was written against him “about some land.” He stated that the murder was committed by fellow villagers of his second cousin, while 38 bullets were allegedly fired at him.
Sultanov noted that Kaplanov was a very friendly and non-conflict person.
The Rosgvardia promised to make every effort to investigate the incident. Magomed Baachilov, head of the Rosgvardia department for Dagestan, arrived at the police station.
The leadership of the republican Ministry of Internal Affairs also went to the ROVD, where more than 300 of Kaplanov's fellow countrymen had gathered. More than 130 police officers are on the spot, whose task is to prevent the escalation of the conflict situation.
